Account of the 2nd Day of the Central Council Session
The Unipolar World Order is converting into a Polycentric World Order. We ought to expand diplomatic ties for Baloch national movement worldwide instead of depending on some particular states and regions:
Councilors
The Secretary General of Baloch Students Organization-Azad, while announcing the accounts of the second day of the Central Council Session on media, said that the Central Council Session of the organization, in the memory of Lumma-E-Watan Banuk Karima Baloch and Shuhdah-E-Aajohi (Martyrs of Freedom) and in the name of Baloch captives, is underway.
In the twenty-third Central Council Session, eight (8) agendas will be under debate, which include the address of Central Chairperson, Constitution Making, Secretary’s Report, Criticism Session, Organizational Affairs, National and International Political Situations, Upcoming Strategies, Elections and the Concluding Speech of the Chairperson. Day 1 of the session on 17th April concluded with Chairman’s Speech, and comprehensive debates took place on Constitution Making, Secretary’s Report and Criticism Session. While today (April 18) on Tuesday, the councilors, attending the session in-person, widely debated on Organizational Affairs, National and International Political Scenarios and Upcoming Strategies, and also presented their suggestions related to the organizational programs.
Like always, the affairs of today’s meeting began with two-minute silence in the memory of Baloch martyrs, after which the fifth agenda of the session “Organizational Affairs”, comprising of two parts, was started. In the first half, the councilors read out their drafts, which they had prepared on Secretary General’s advice for the agenda. While in the second half, all the presented suggestions in the first half were discussed in details.
The sixth agenda of the organization was national and international politics, on which various councilors read their prepared papers for the agenda. They said that the international politics is going through changes with each passing day. In the same sequence, the present scenario of international politics has been observing massive shifts on different times after the Russian-Ukraine war. The happenings of last century are enough for us to analyze that no principle, stance and interest is permanent in international politics, but they have been changing in times. The same America organized various Islamic groups, including Taaliban, against Soviet Union across the world, particularly in Central Asia, some thirty years ago. Equipping them with modern weapons, US supported them financially and politically. Later on, they (US) fought the biggest war of their history against the same groups and lost.
We can find out an agreement of similar nature between the former Soviet Union and NATO, means US, when they decided to portion Germany, where the US president ensured the Soviet Union (Russian Federation) that US would not expand NATO in Eastern Europe. But after the demolition of Soviet Union, US did not only expand NATO across the whole Europe, but also decided to give membership to Baltic Nations, including Ukraine – which shares long borders with Russia. It resulted in waging of the war between Russia and Ukraine, which is bringing about various changes in the international political setup.
A similar nature of example is in Saudi Arabia. When Iraq invaded Kuwait and seized it within two days, then in the fear to receive attacks on it, Saudi provided different military camps to US in Saudi Arabia under the “Security Guarantee” policy. But analyzing the prerequisites of the current circumstances, they have changed their directions by normalizing their relationship with China, Russian and even anti-US states like Iran, which is evident that no agreement in the international political scenario is permanent.
They said that the given situations were not of Central Asia only, where anti-US and anti-Europe thoughts are provoking, but voices are raising in regions as Central Asia, South Asia and Africa against the Europe-Centric World Order. After the Russia-Ukraine conflict, most states have refused to ally with Europe. The Indian Foreign Ministry, in an interview, said that Europe should come out of the thought that “world’s problems are not our problems, our problems are world’s problems”.
The same situations are observed in Central Asia and Gulf countries where US military camps are established. Presently, the good terms of Arab countries with Iran in Iraq, and favoring terms of Russia with Nawaz government, and the African countries’ vested interests towards China have wholly changed the international politics. The way Arab countries and other states like Saudi Arabia in Central Asia are giving importance to infrastructure, tourism, sports and human rights, it can be a reason to end dependence on Europe in future, the example of which can be organizing of a massive event like FIFA World Cup in a Muslim State (Qatar).
Although it is a fantasy to deny the fact that it is possible to abolish the dependence of US and Europe on the world very soon, but we cannot deny the possibility. With the happenings taking place contemporarily, it can be assumed that several powers in various regions want to be independent and powerful in their affairs by demolishing their dependence on US and Europe. In a meeting between the foreign offices of Russia and India, they shared dialogues to work on converting the Unipolar World Order into a Polycentric World Order. It means, every region would have their separate power and a center where the powers of the whole world would not be with a single state but every region would have a different central power and a center for decision making. Instead of depending on US and Europe, every region, including Africa, South Asia and Central Asia, wants to establish their central power where they can solve their regional issues. Because West-Centric World Order has not only totally failed to solve the grievances arising across the world, but has also become the reason of waging war and raising other issues in disparate regions.
The councilors, while speaking on Baloch diplomacy after detailed discussions on changes in international politics, said that diplomacy was of utmost importance for any national liberation movement. During the insurgency of 1973, the center for Baloch diplomacy was not Europe but Central Asia and Baloch political workers performed various political activities, including publishing newspapers, by residing in countries like Iraq. While the prerequisites of the contemporary international politics demanded Baloch to adopt the anti-Europe mindset. But the global situations have entirely changed after the rise of Baloch insurgency in 2000s and Europe had become the guarantor of humanity and human rights, due to which Baloch political activists turned to Europe to perform political activities. But presently, the circumstances seem to change again in the context of international politics. Therefore, the Baloch leadership, considering the present situations, need to work on expanding Baloch diplomacy across the world instead of making it Europe-centralized, so that we can secure the national movement from big losses in case of any massive shift in future and instead take benefits from the situations leading to strengthening or succeeding the movement.
On the other hand, the councilors, while sharing their opinions on national political situations, said that on one hand, the oppressing state has continued to act on enforced disappearances of youth, fake encounters under CTD and throwing mutilated bodies, on the other, women are being victimized on daily basis, which is yet another failed attempt to give birth to fear in the Baloch society. Along with creation of space for non and counter-revolutionary forces, state is working on promotion of commission culture, instigating religious extremism under state policy and using private schools under a particular conspiracy against the Baloch movement, installing various NGOs across Balochistan, bringing international and exploitative capitalism in Balochistan despite resistance, attempting to discourage masses from Baloch movement using soft power, and trying to spread disappointment among the public about the movement through various nominal groups. The end goal for all these attempts is a failed effort to fuel its capture of Balochistan. It must be included in top priorities of the national movement to counter such state policies. After the conclusion of the sixth agenda, Secretary General, in the agenda of upcoming strategies, presented before the meeting the suggested programs by the councilors for coming two years. After comprehensive debates among the councilors, important decisions were made with the majority’s hold to make Baloch movement and BSO-Azad further organized and active. While considering the contemporary situations and a lack of time, the ending agendas of the session including elections, chairperson’s last speech and oath-taking ceremony will be held in the coming day.
