Dear Sir/Madam,
I, Sholan Baloch, Spokesperson of the Baloch Students Organisation Azad, respectfully write to express our profound concern over the continuing serious human rights violations in Balochistan, a colony of Pakistan. We urge your organization to give urgent attention to the deteriorating human rights situation and to take all available measures to promote accountability, independent monitoring, and the protection of the Baloch people.
At least 111 Baloch were extrajudicially killed in Balochistan between January and May 2026, most of whom were students and intellectuals. Many of these cases involved individuals who had previously been subjected to enforced disappearance and were later found dead after being held in custody. Families and other Organisations have repeatedly documented that some victims were presented as having been killed in armed encounters despite claims that they had already been detained by state authorities.
This pattern has persisted for nearly three decades. We are experiencing a recurring cycle in which individuals are taken during raids or arrests, held in undisclosed locations without due process, subjected to torture or ill-treatment, and later either released after prolonged detention or found dead. The repeated discovery of bodies bearing signs of severe violence has created a climate of fear, trauma, and insecurity in Balochistan.
From March and April 2026 alone documented 17 “kill and dump” cases, including the death of 17-year-old Hatum Baloch and several other young victims, many of whom were reportedly between 18 and 19 years of age. These individuals were taken in front of family members before later being found dead. These cases require prompt, impartial, and independent investigation which isn’t proceeding in Balochistan.
The killing and dumping of Baloch detainees has been a practice of daily military routine in Balochistan. In this half year, more than two dozens of Baloch civilians, who have been in custody of Pakistani Security forces have been killed in Panjgur and Kech, more than a dozen dead bodies were dumped in Quetta, Awaran, Khuzdar and Naseerabad region, while some other dead bodies have been recovered in other parts of Balochistan. These are the only recorded cases while the actual number is higher than this, due to media blackout out and unofficial Martial Law the majority cases are never reported.
Everywhere in Balochistan, frequent late-night security raids occur, as so-called Intelligence-Based Operations (IBOs), conducted by military and law enforcement agencies of Pakistan. These operations have resulted in arbitrary arrests, enforced disappearances, damage to civilian property, and widespread fear among Baloch populations.
There have also been military operations affecting civilian areas. On 31 March 2026, mortar shelling in the Bangul Bazaar area of Kolowa, Awaran, reportedly struck a residential home, killing three members of one family—Muhammad Umar (60), Faiza (57), and their 12-year-old daughter Mahzaib Baloch—and injuring several others. On 13 April 2026, reports indicated that aerial bombardment and shelling in Barkhan resulted in the deaths of twelve civilians, including women and children. Such incidents have been common in Balochistan since the occupation of Balochistan. Likewise a massacre was carried out by Pakistani security forces in Sahinda, Zahri area of Khuzdar in which 11 civilians were executed. In the first week of this month five Baloch detainees were brutally killed and their dead bodies were dumped in Panwan, Jewani area of Gwadar including a school teacher. These incidents have raised serious concerns regarding compliance with international humanitarian and human rights law. As per international law from Universal Declaration of Human Rights (UDHR) :
Article 3: Everyone has the right to life, liberty, and security of person.
Article 5: No one shall be subjected to torture or to cruel, inhuman, or degrading treatment or punishment.
Article 9: No one shall be subjected to arbitrary arrest and detention.
None of the humanitarian law is practiced accordingly in Pakistan, rather these are commonly violated without any interrogation from International Human Rights Organizations.
We have consistently called for independent investigations, transparency regarding detainees, and accountability for human rights abuses.
We respectfully urge the United Nations, international human rights organizations, and relevant Special Rapporteurs to:
Call for independent, impartial, and transparent investigations into all reported cases of enforced disappearance, custodial deaths, and extrajudicial executions.
Press for accountability for all perpetrators, regardless of rank or affiliation.
Urge the Government of Pakistan to uphold its obligations under international human rights law, including the International Covenant on Civil and Political Rights and the Convention Against Torture.
Seek unhindered access for independent international fact-finding missions and UN human rights mechanisms to Balochistan.
Support the rights of victims and their families to truth, justice, reparations, and effective remedies.
Encourage measures to prevent further violations and ensure the protection of Baloch under the Pakistani colonial rule.
The continued reports of deaths following enforced disappearances, recurring cases of custodial killings, and the humanitarian consequences for affected families underscore the urgent need for credible international attention. We respectfully request that your organization use its mandate to promote accountability, protect fundamental rights, and support efforts to ensure that all cases of serious human rights violations are investigated in accordance with international standards.
Silence in the face of persistent allegations risks further eroding confidence in the rule of law and prolonging the suffering of countless families seeking truth, justice and freedom.
